Guillaume Sabourin

Guillaume Sabourin has been involved in numerous manufacturing site selection and expansion mandates and understands the needs and criteria of private sector decision makers. Guillaume has also led or been a team member on numerous economic development mandates. He has expertise in labour and workforce analysis, strategic analysis of communities, identification & validation of economic sectors and implementation of action plans for jurisdictions. He’s an expert at collecting and analyzing a large amount of strategic data, conducting SWOT analyses, sector identification, positioning, and development of investment attraction strategies.

Marc Beauchamp

Marc Beauchamp, Managing Director of Hickey Canada will act as the Co-Project Leader and will oversee the execution of the mandate with Barry Matherly. He will be involved in high level presentations, stakeholder engagements where required, making strategic recommendations and will provide input during the analysis and conclusions drawn from the results. Marc Beauchamp is a graduate of HEC Montreal and ENAP where he studied his Master’s in Foreign Direct Investment.


Over the past 18 years, Mr. Beauchamp has advised numerous manufacturing companies to choose an optimal place of investment. This intimate knowledge of business investment criteria and related business environment expertise provides an excellent source of knowledge in advising municipalities, regions, associations and provincial & federal governments with their positioning, attraction, and retention strategies.


During the lifecycle of a site selection mandate, Mr. Beauchamp and his team analyze all the strategic criteria of a city or region. He has expertise in the development of business attraction and retention plans. Marc has been directly involved in over 80 economic development mandates to date and works closely with Hickey’s international team in developing FDI related projects.


Marc has built an impressive network of federal, state and industry contacts in the realm of economic development. He sits on the administration boards of the American Chamber of Commerce in Canada – Toronto Chapter (AMCHAM), the Toronto Invest USA Committee and U.S. based Area Development Magazine’s Advisory Committee. Mr. Beauchamp is the co-lead for Area Development Magazine’s Canadian FDI Forum and has become a renowned expert in the field of location advice and FDI. Marc is often invited to comment and speak on conference panels.

Kathy Weiss

Kathy Weiss is the Director of Hickey Global Canada, supporting business development and project management services for the Canadian public sector.


Before joining Hickey Global Canada, Kathy spent 23 years in the public sector in Ontario, Canada, as Director of Economic Development & Tourism in three different municipalities–the City of Kitchener, the Municipality of Chatham-Kent, and Durham Region. During the past ten years of her career, Kathyimplemented a Foreign Direct Investment Strategywhichincluded business dealings in China, Germany, Brazil, and theUSA.Attending global trade shows and meeting one-on-onewith potential investors resulted in supporting hundreds ofcompanies and securing several investments, joint ventures,and post-secondary partnerships.


In 2019, Kathy left the public sector to start her own consulting business to help foreign companies export into Canada. Eight months later, the world faced the COVID pandemic. Kathy became involved in the Personal Protective Equipment (PPE) business, selling her first order of 250,000 medical gowns along with thousands of face masks and nitrile gloves. Nearing the end of COVID, Kathy was hired by the Town of Niagara-on-the-Lake as Project Facilitator for Economic Development and Tourism projects which included RFP writing, project management, and relationship building.


As Past-President of the Economic Developers Council of Ontario (EDCO), where she actively served eight years as aboard member, Kathy helped shape the organization's new direction of modernization. Kathy has also worked with and supported the following professional affiliations:
